New Requirement for LMSC Referees

Starting in 2007 all returning referees are required to attend at least one 5 hour in-service clinic each year. This is intended to keep our referees current with any changes in the Laws of the Game and other procedures. To find upcoming clinics click here.

Basic Referee Classes for 2008

LMSC will hold a Basic Referee Class on:
Tuesdays and Thursdays, July 8/10, 15/17 & 22/24
from 7 - 10 pm

This is an 18 hour course, you must attend all of the classes to be eligible for a referee license. All Lamorinda Soccer Club applicants who successfully complete the clinic will be issued a full 10 piece Referee Kit. You must be at least 14 years of age to atend.

Offside Rule and Video

It's been an exciting game, good competition, score tied. With only a few minutes left in the game, the blue team's defense gains possession of the the ball and sends it up to field to a forward who runs onto the ball. He takes a great shot and....GOAL. Everyone is cheering thinking they'll win the game. But then the center referee looks over to the A/R who is holding up their flag. The center referee then blows his whistle and signals offside. The sidelines are complaining, wondering why there was an offside call when a similar play earlier in the game wasn't called.
Most everyone knows that there are three conditions for an player to be in an offside position at the time of the pass:
1) The attacker must be past the half line.
2) There must be less than two defenders between the attacker and the goal.
3) The attacker must ahead of the ball.
Now that the player is in an offside positron, he will be "offside" if he shows active participation such as interfering with a defender, plays the ball, or gains advantage by being in that position. For the call to be made correctly, the A/R must be in the correct position at all times, and be alert for sudden changes in the game. Now you can:

In order to referee games you must register yourself into the RefScheduler.Net program. To start using the RefScheduler.net online system, click or paste the following link into your browser: http://refscheduler.net/Soccer/WelcomeUSSF.asp

Now follow the simple menus to the:
CA-N (California North),
District 4,
LMSC site.
When you get to the main menu, click on "New Referee Signup" and fill out the registration form. Soon you will receive a confirmation email. Now you are ready to sign up for games!

This program will allow the referees to sign up and manage their own games. LMSC will still have a staff of game schedulers to get those pesky unfilled games filled and to confirm games a day or two before the weekends.

For this new program to work, we ask you, the referee, to keep a few points in mind:

  1. If you must cancel a game that you are assigned to, please do so at least 72 hrs. before the game. This will give our other refs and schedulers time to find a replacement. Unfilled games show poorly on our club.
  2. If you have not already done so, give Dave Zeiger your social security # by phone (925-930-7313). Do not send it in an email. The club treasurer needs this information to issue pay checks.
  3. If you are a Junior Referee; we would like to maintain the criteria of refereeing games of age groups younger than your age, i.e., if you are 13 years old you should target U11, U10 games...if you are 16 years old you should target U13, U14...etc.
  4. U16 - U19 games are part of the neutral referee program. Center refs will be provided by the District. We are responsible for supplying 2 A/R (lines) for each of these games. The District will fine us $25 for the first no show...$75 for the third no show. We encourage our experienced referees to support these older games to ensure that we maintain a high level of officiating.
  5. We also encourage you "experienced referees" to run Centers and to act as mentors for our less experienced referees. This will help build confidence at the competitive level for our less seasoned referees. Please note, you do not have to be an adult to be considered experienced! Many of our 15 -18 year old referees run a quality game and can provide the leadership as a Center for U11 to U15 games.
  6. Above all, please demonstrate responsibility by showing up to your assigned games on time . This means being at the field 1/2 hour prior the the start time so that you can get each team checked in, and the game started on time. A late starting game means a delay throughout the day for the venue. Please be prompt and start games on time.

Referee Payment Vouchers

in order to get paid for officiating, referees will keep a payment voucher form. The referee will need to fill out the form for every game that they referee. At the start of the game you will need to get the home coaches signature on the form to confirm your participation. You can mail the form when it is full, or any time that you wish (no later than November 20)

Send Off:

In the event you have to give a Red Card to a player, the following "Send Off" procedure should be followed:

  1. Write down on the game card the player's Name and Number along with reason for Red Card, e.g., violent conduct.
  2. Immediately remove the player's "player pass" from the rest of his/her team's group of passes and retain possession of it.
  3. Go to the www.cysanorth.org web site and obtain the Referee Send Off Report or download here
